This old proverb captures a major economic phenomenon: in a long production chain, there are narrow links whose absence blocks everything else. A chokepoint is a narrow step of a value chain whose control confers outsized power relative to the economic weight of the element concerned. The paradox lies at the heart of the concept: the material or component may be cheap, may represent only a tiny fraction of the cost of the final product — a missile, an aircraft, a phone — yet its absence is enough to halt the whole of production. A trivial input immobilizes a vast whole. It is therefore not value that makes the lever, but position: being the mandatory passage through which everything must transit.
2 The lock is at refining, not at the mine

For raw materials, people often believe that dependency rests on geology: whoever owns the deposit rules. This is a mistake. The chokepoint sits almost always in the middle of the chain, at refining, separation, processing: extracting the ore is the easy part, turning it into high-purity metals demands lengthy chemical processes concentrated in few hands. The result: an ore may be extracted in ten countries and remain strategically dependent on a single one, because it has to be refined there. For rare earths, one country extracts around 70% of the ore but refines close to 90% of it; for antimony, the same power accounts for roughly 48% of the mine but more than 80% of refining. The mine/refining asymmetry is the core of the power.

Two ways to exploit a central position
Political scientists Henry Farrell and Abraham Newman theorized "weaponized interdependence" in 2019: in the large global networks — finance, data, raw materials — a few nodes are far more connected than the others, and the state that holds those nodes acquires structural power. It can draw two effects from this. The "chokepoint" effect: cutting off access to the network and inflicting a massive cost on its target. And the "panopticon" effect: surveilling what passes through the node. Applied to raw materials, an export-licensing regime combines the two: it allows the tap to be shut off, but also lets one know who is buying what, in what quantity, for what use — a precious piece of intelligence.

A real weapon, but a double-edged one.
The flip side
Restricting accelerates the target's emancipation
The power of the chokepoint has well-documented limits. First, the boomerang effect: restricting access pushes the target to diversify, to build up stockpiles, to fund capacity outside the dominant node. Then substitution: it exists, but is counted in years, even decades. Finally, the cost to the one who restricts: lost markets, an incentive to circumvent, a reputation as an unreliable supplier. And a subtle risk lies in wait for the retaliation: by fleeing one dependency, you may simply create another, toward a new single supplier. The weapon is therefore real in the short term, but it dulls over the long term: it is a double-edged blade, both for the one who wields it and for the one it targets.
